Not less than 6 million households in Indonesia are headed by women. They are widows, divorced, abandoned, and single women. They are generally poor, survivor of violence, discriminated, and excluded from the mainstream. In 2001, the empowerment program was started in order to respond to the problems. The program called PEKKA, women headed household empowerment program.
