Workshop on internet censorship data gathering in Indonesia and the Philippines

The Internet Monitoring Action Project (iMAP) is a strategic initiative aimed at enhancing the monitoring, analysis, and reporting of internet censorship and network interference in Asia-Pacific. In today’s digital age, access to an open and free internet is crucial for the exercise of fundamental rights, including freedom of expression, information, and assembly. However, increasing instances of internet shutdowns, throttling, and censorship threaten these rights, particularly in countries where civil society organisations, activist groups, and marginalised communities rely heavily on digital spaces for advocacy and mobilisation.

iMAP seeks to address these challenges through comprehensive monitoring of network interference that provides actionable data to inform advocacy efforts. The project covers 9 countries – Cambodia, Hong Kong, India, Indonesia, Malaysia, Myanmar, the Philippines, Thailand, and Vietnam – and is supported by a network of seven civil society organisations in Asia-Pacific.

EngageMedia invites human rights defenders in Indonesia and the Philippines to contribute to the project by:

a) Expanding network interference measurement coverage in their countries, especially in areas outside urban centres; and

b) Reviewing the network interference test lists, especially in relation to religious freedom, gender equality and non-discrimination, and the protection of human rights defenders in their countries.

The workshop will be conducted in English with interpretation in Indonesian (Bahasa Indonesia).

  1. Introduction to iMAP and the Open Observatory for Network Interference (OONI)
  2. OONI Probe
    • How does the measurement tool work and how to run it correctly?
    • What are the risks of running the tool and how can they be mitigated?
    • How to crowdsource ad-hoc measurements with OONI Run?
  3. OONI Test Lists
    • Overview of the categorisation of websites and discussion on reviewing the test lists
    • Demonstration of the OONI Test List Editor
  4. OONI Explorer and potential use cases of measurement data
