Job Opportunity: Monitoring, Evaluation, and Learning Specialist

EngageMedia is seeking a Monitoring, Evaluation, and Learning (MEL) specialist who will drive the setup and implementation of planning and MEL systems for organisational effectiveness. The role drives program and project planning according to the organisation’s MEL framework and helps improve and scale knowledge management approaches for team-wide learning.

We are seeking candidates who align with our organisational goals of human rights, democracy, and the environment, and who have a background working with nonprofits. Extensive experience in working remotely and in multicultural settings is a big plus.

The position is open to anyone based in South or Southeast Asia. You’ll be working with an international team in an agile environment that prioritises a distributed work culture.

Position Aims

  • Operationalise MEL systems for organisational effectiveness according to the principles of utilization-focused evaluation (UfE)
  • Lead the capacity building of staff on MEL processes, proposal writing, and donor reporting

Responsibilities

Program and project planning
  • Lead the development of MEL templates and tools to improve planning and program implementation
  • Advise project leads on matters related to program design, MEL, donor reporting, and proposal writing
Monitoring, Evaluation, and Learning
  • Lead ongoing work on organisational and programmatic theories of change
  • Lead the design of data collection processes such as desk research, gathering media statistics, surveys, interviews, focus groups, etc
  • Develop monitoring tools, templates, and systems to collect and centrally store monitoring data
  • Train, mentor, and support staff to strategically and efficiently collect qualitative and quantitative data on program indicators
  • Support the data collection process as needed, including directly gathering data
  • Lead or support staff to analyse and interpret monitoring data to improve program implementation
  • Develop reports and/or presentations for internal program monitoring and external donor reporting as needed
Proposal writing and reporting
  • Support the proposal writing process, working in close collaboration with project leads
  • Draft, review, and finalise donor reports

  • Communicate professionally with team members and partners at all times.
  • Ensure all work is conducted and delivered according to the processes, standards, technical and management system, and deadlines required by EngageMedia.
  • Comply with EngageMedia’s Policies and Procedures.
  • Perform other tasks that relate to the position aims.
  • Contribute to a productive and well managed working environment for all team members.

Selection Criteria

  • Complete fluency in English
  • Minimum undergraduate university degree
  • Minimum three years of experience in planning, implementing, monitoring, or evaluating programs, including experience with UfE, RBM, program logic models, and log-frames
  • Excellent analytical, reporting, and writing skills, and the ability to communicate complex information in a clear and concise manner. Writing samples required.
  • Strong understanding and application of qualitative and quantitative research methodologies, including research design, data collection, analysis, and reporting
  • Proven experience in a management, mentoring, or capacity-building position
  • Strong leadership and organisational skills, including in cross-cultural environments
  • High attention to detail
  • Familiarity with foundation funding models and grant writing and reporting
  • Interest in digital rights, digital security, digital development, and media freedom is preferred, but not required.

Remuneration

The position starts as soon as possible. An initial 12-month contract will be offered with annual extensions based on the completion of successful performance reviews.

The annual gross remuneration will approximately be between USD 20,000 to USD 22,000 depending on skills, location, and experience, inclusive of a monthly allowance and health insurance subsidy.
